Japanese prime minister resigned again.
I think Japanese people's attitudes toward politics are kinda different from Americans'.
American people's view on politics looks more enthusiastic to me.
On the other hand Japanese people are more uninterested in politics.
Probably that's because people feels like... nothing would change anyway.
Since the end of the WWII, almost always one party (Liberal Democratic Party) has been the governmental party. Then Japanese people might want to stay in the same situation, rather than risking on a change. So, those Japanese who doesn't have a particular party to support just don't go voting.
My impression is that Americans who doesn't have a particular party to support still decide to vote a candidate. Maybe that's why American elections seems enthusiastic and active.

That is an interesting point. Especially since the PM position has seen so many resignations because of the general population being upset. It seems that while, as you say, there may not be a large amount of voters, public opinion is still affecting the outcome of politics.
